Dr. Tawfig Al-Rabiah

Director General, Saudi Industrial Property Authority

Dr. Tawfig Al-Rabiah is the Director General for the Saudi Industrial Property Authority (MODON). Since taking his position in 2007, Dr. Al-Rabiah has worked to advance MODON through improving services and increasing the amount of industrial lands allocated.  Under Dr. Al-Rabiah’s leadership, MODON has launched development programs for new industrial cities, while also expanding and reestablishing existing ones.  In addition, government and commercial services in the industrial cities have been substantially improved, and MODON has privatized water and central cooling services, along with developing telecommunications and data services.  Dr. Al-Rabiah has adopted the idea of building smart cities by providing high-speed communication networks with smart services.

Before joining MODON, Dr. Al-Rabiah was a major contributor in the establishment and development of family factories and businesses in Saudi Arabia.  His expertise includes working as Director General of the Information and Communications Technology sector at the Saudi Arabian General Investment Authority (SAGIA), where his efforts were central in attracting large international investments in the sector.  Dr. Al-Rabiah served as a Board Member of the Saudi National IT Plan Council and the Saudi Computer Society, along with working as a Faculty Member at King Saud University.

Dr. Al-Rabiah has published a number of specialized papers in reputable international journals focusing on the areas of E-government, E-commerce, and telecommunications.  He has participated in numerous conferences and panels while also co-authoring a book on high-speed networks.  In addition, he co-authored the Saudi National IT Plan vision document.  Dr. Al-Rabiah has been a consultant for a number of organizations in both the public and private sectors.

He earned a bachelor’s degree in Financial Management and Mathematics and a M.S. in Computer Science from the College of Business Administration at King Saud University.  Dr. Al-Rabiah later received a PhD in Computer Science from the University of Pittsburgh in Pennsylvania.
